The ground at Jackson Street and Observer Highway sits about 4.3 feet above sea level while Washington at First, six blocks east, is about 16.4, so ask what the elevation is at the address rather than in the city. The H1 and H5 pumps have kept flooding out of roughly 88 percent of storms since 2016, which is the city's own number and still leaves about one storm in eight landing. On the rebuild half, drywall replaced like for like over less than a quarter of a wall in a one or two family house is ordinary maintenance under the state construction code and needs no permit at all. But 93 percent of Hoboken homes sit in buildings of three units or more, where the same work is minor work: the local enforcing agency has to be told before the wall comes out and the application follows within five business days. If you rent, the Rent Leveling and Stabilization Office keeps a file on every residential property in the city, open to public inspection, which is a quieter first move than an argument with the landlord.
